COMMISSION POLICY
SUBJECT: ESSSB 5560 GREENHOUSE GAS EMISSIONS REDUCTIONS REQUIREMENTS
Energy Efficiency Program. To reduce energy consumption requirements of the District and to reduce greenhouse gas emissions generated by District operations, the District hereby establishes an energy efficiency program under which it will conduct an annual review of its energy usage and assess cost-effective options for increasing the energy efficiency of District operations. Specific areas of District operations to be examined as part of said annual review shall include but are not limited to:
- Heating, cooling and lighting of District facilities;
- Waste water treatment plant processes;
- Mileage incurred by District vehicles and the fuel efficiency thereof; and
- Water and sewer pumping requirements
Electric Vehicle Charging Employee Benefit Program. To reduce greenhouse gas emissions generated by District operations (particularly those associated with employee commuting and other uses of personal vehicles in support of District operations), the District hereby establishes a personal electric vehicle charging program which will allow District employees to charge their personal electric vehicles free-of-charge with District electricity. An employee charging his or her personal vehicle shall be limited to the use of District 110-volt outlets, only during a work shift. Employees shall use their own charger on a first-come, first-served basis. This program is a benefit of employment with the District, but has not been bargained for in collective bargaining and shall not be construed as a commitment, guarantee, or an express or implied contract, nor shall it be considered an amendment of any contract of employment. This personal electric vehicle charging program shall be subject to change or cancellation by the District at any time, without prior notice or negotiation.
