-Whereas, it is the mission of the District to provide quality water and sewer service within the District’s service area at reasonable costs; and  
  
-Whereas, the efficient use of energy resources for such things as vehicles, heating, cooling, pumping, and the waste water treatment plant (wwtp) processes affect the reasonable costs of providing such service; and +__Energy Efficiency Program__.  To reduce energy consumption requirements of the District and to reduce 
 +greenhouse gas emissions generated by District operations, the District hereby establishes an energy efficiency 
 +program under which it will conduct an annual review of its energy usage and assess cost-effective options for 
 +increasing the energy efficiency of District operations. Specific areas of District operations to be examined as 
 +part of said annual review shall include but are not limited to:
